Every applicant undergoes rigorous due-diligence screening, conducted by the Citizenship by Investment Unit (CBIU) in cooperation with internationally recognised due-diligence firms and regional enforcement bodies.

Dominica’s programme allows eligible family members to be included within a single citizenship application, subject to clearly defined criteria. 

Qualifying dependants may include a spouse, unmarried children under the age of 30, enrolled in full-time higher education and adult children with disabilities.

Parents or grandparents above the age of 65 may also qualify as dependants if they are financially dependent on the main applicant and meet programme requirements. 

Each dependant category is assessed individually in accordance with official government definitions.

It is important to note that siblings are not eligible as dependants under Dominica’s current regulations. 

Government guidelines clearly outline eligibility conditions and corresponding fees for each dependant category to ensure transparency and compliance.

Obtaining Dominican citizenship does not automatically create tax residency, providing flexibility for individuals with international lifestyles or cross-border business interests. 

Tax obligations are determined separately based on residency status rather than citizenship alone.

Non-resident citizens are generally subject to taxation only on income generated within Dominica. 

There is no taxation on worldwide income for individuals who do not meet Dominican tax residency requirements, which can be advantageous for globally mobile investors.

This framework may support efficient international tax planning; however, tax rules vary by jurisdiction.

1. Financial contribution to the Economic Diversification Fund

Effectively July 1st,2024, Dominica Economic Citizenship Contribution program options:

  • US$200,000 main applicant
  • US$250,000 Main applicant and upto 3 qualifying dependants
  • US$25,000 Any additional dependants under the age of 18
  • US$40,000 Any additional dependants 18 years of age or older

Siblings are not qualified as dependents.

Application and service fees including agent fees are not included and might vary depending on the application. This must be paid before any processing can begin and is non refundable.

2. Investment in Approved Real Estate Projects

  • You must purchase authorized property worth at least US$220,000.
  • Real estate must be held for either three years from the date your citizenship is granted or, if the future purchaser is also a citizenship by investment applicant, five years from the date your citizenship is granted.

Government Fees

If your application for Dominica citizenship by real estate investment is approved, the following government fees also apply:

  • US$75,000 for a main applicant
  • US$100,000 for the main applicant and up to three dependants.
  • US$25,000 for each additional dependant under the age of 18
  • US$40,000 for each additional qualified aged 18 years of age or older

Additional Fees

In addition to the capital required for Dominica real estate investment, the following fees are also applicable:

  • US$1,000 Processing fees per application
  • US$7,500 Due diligence fee for the main applicant,
  • US$4,000 Due diligence for a spouse and US$4,000 for any dependants aged 16 or above.
  • In some cases, additional due diligence fees may be required depending on current citizenship status, and other personal circumstances.
  • US$500 Certificate of naturalisation fee per person
  • US$1,200 Expedited passport issuance fee per person
  • US$8,800 Share registration fee

Guidance on Payments for Fees

The applicant is responsible for paying the full fees required under the laws and regulations governing the Dominica Citizenship by Investment programme. Therefore, when making a bank transfer, the applicant must also cover any bank charges so the government receives the money in full.

Fees are expressed in United States dollars (US$). However, the government will accept payments in euros (EUR) and pounds sterling (GBP).

IMPORTANT: Any EUR or GBP payments must be equivalent to or greater than the US$ conversion. Any payment that falls below this will be rejected.
